What the McConnell bill had:

- Wall St. Slush fund of $500B, to be distrusted 'at discretion' and 'discreetly' (no accountability for who gets money until after the election
- Means testing for students, poor, unemployed
- Bailouts for cruise lines who don't even hire American workers

What the McConnell bill did not have:

- Anything for hospitals
- Any provision that companies who were bailed out couldn't just layoff the staff and pay themselves huge bonuses.
- No expansion of Unemployment Insurance for the millions soon to be out of work.
