A successful city needs a reliable tax base to fund government services. In order the attract the tax base (residents and businesses), the city needs to ensure that there is stability and low crime. For Detroit, it's a catch-22 since they don't have money for adequate law enforcement and people won't come back until it's safe.

A major company that isnt financially in the red opens up a large plant/HQ and has shitloads of decent jobs that make people flock there to work said jobs.

The Teardown blitz of unoccupied homes and the 'shrinking' of detroit's square milage cuts gov costs.

Orr the emergency manager needs to finish up the bankruptcy deal between detroit, its pensioners and the DIA stock of art.

Needs active investigation into its corruption on nearly all city levels.

Needs more high scale apartments in its upper class business section of detroit 'yuppy town'.

Then needs to shuffle out the city council for one that is engineered to bring in new businesses.

Lastly tax insentives for new tech, movies, and new businesses to get started in detroit. (in the good sections near GM, ford, etc).

So housing prices are the lowest ever, you can theoretically rent a place at $20 a month. If you also build production facilities, like factories and such, you as a company can get great cheap labor because every student wants a little extra every month. And then when they're done with their degrees, they can move up the food chain of the factories depending of course on their degree, or look for jobs elsewhere in the country.
The key thing here is low cost of living. If there is something that will attract people (high quality universities and companies producing something) combined with low living costs, people from all over the world would wanna come to your shithole no matter how shit it as. As long as you're safe then, of course.
