It is by definition capitalist as it accepts and promotes the fact that capital is the most important thing anyone can have, and it is a government supporting its people by providing them capital in difficult times.

Somewhere like Cuba or the former ussr is socialist, because the profit produced by workers is used socially, inbetween workers or exported for profit that is then shared, with the notable absence of an owning class that will own the profit and return a wage for the worker.
