If Trump and his advisors are sincere, the idea is to narrow the nation's scope.
China did this domestically through tight cultural restrictions and very nice incentives for businesses that play ball, internationally by being subversive and exploiting the rules that others applied to themselves.

Domestically, a benevolent Trump regime would have similar goals, but because of demographics, the incentives would have to be different. I'm optimistic that the bailouts and UBI rollout are hints- use targeted socialist spending to give the populace a baseline sense of economic freedom and safety, and businesses a good reason to come and stay domestic (eg. bailouts only if you onshore production). Internationally Trump's been pretty clear what would happen.
