Trump can't just lower funding for shit. Congress handles the piggy bank. They pass bills adjusting spending and he signs or doesn't, but they can still get shit through with a bit of hassle. CDC funding was raised a while back to replace funding which had expired. Trump signed, though he bitched about the amount.
The team he disbanded was not of note. It was a few bureaucrats taking up space in the executive branch. The real reason why it's been a shit show is because nobody gave a fuck about it for the couple of weeks it took to get a solid foothold here.
