It's a very bad hail mary play. Normally the Fed would wait for the hit and expand the money supply when they think that we're close to a new point where the market is stable. Trump has them trying to prop up the market at a point where they already know that a very serious correction and probably a recession is imminent. This is why the Federal Reserve is run by an appointee, because it is supposed to be insulated against political pressure from things like elections.

To put it into basic terms there's a handbreak that works best when the crash is already slowing down to minimize the damage. We're throwing the handbreak to try and slow down the crash knowing that it will make the damage worse once the crash happens.
