To my knowledge if banks default on repo loans the fed keeps the treasuries. Repo loans are structured in a way where the treasuries used as collateral are worth more than the cash given in the repo loans, so a default would be a net loss to the banks and a net gain to the fed. Asian markets are more volatile/speculative in general and mispricings are very common. For example, some closed-end funds trade at extreme discounts to NAV over there. So you can just buy them and short the stocks it holds for profit and have no risk at all.
Also, emerging market ETFs like EEM, EFA etc that are listed in the US can't be priced accurately during regular trading hours since the component stocks trade in Asia. If you can follow those stocks, you can make fairly good options plays on those ETFs.
