Is there a word for when a shortage is created simply due to people thinking that a shortage will be created? EG, I just bought a 24-pack of toilet paper despite still having several rolls at home. I did it because everybody else is doing it so I want to make sure I have toilet paper in case other people buy it all. There was no toilet paper shortage until people starting thinking that there would be a toilet paper shortage and then went out and bought all the toilet paper.

I feel like there's a specific word/phrase for this but idk.
