Huh duh, gotta set the Testnet transaction fees to 1 wei so we don't waste any of that scarce, precious, hard-to-come-by Testnet ETH. It might be worth a fortune one day!

They're testing to see how the network deals with blocks with thousands of zero fee transactions. I wonder why?
