I understand why you think this is a scam but it's not.

I put the queues on Fiverr so that people would know it's not a scam. On Fiverr you can get your money back if your purchase is not delivered so there is literally no risk.

What do I get out of this? I'll be joining the queue every so often, of course!

I cannot think of any way I can prove it's not a scam until a few people have been paid then it will be obvious. I guess just keep an eye on the page in case I get it going and you can read reviews, etc.

Well, this one won't. I plan on joining the queue every so often (obviously!)

The first payout I get from each queue I'm saving in case people stop joining. If that ever happens I plan on paying everyone their money back with the money from my first payouts. Also, I'm keeping the payouts low in case of this too.

The riskiest part of this is the beggining, since I'm obviously having trouble getting people to trust it. I think that once I share it on my Facebook to my friends and family, people will start joining (because they know me, obviously).

Anyway, like I said. If you don't think it's legit, just move on and don't join a queue.
