The market can stay irrational longer than you can take solvent. Say in your example, it's a stock priced at 11, which you think is the bottom, but it's not. It goes down to 5 and you dollar cost average all the way down. The reason you do this is that no one likes looking at red, losses of 40 percent etc. So you keep buying because it's a lot easier to get from 7 to 9 then it is to get back to 11, just to get out without a loss. But now you're at 5 and you own who knows how many shares at this point.
