If they buy the BTC they're putting money into the market. If they "destroy" their private key (poor choice of word anon) then they're just inflating the price because those coins can't be sold. Thus, if they put 40m worth into the market and don't sell, the market would be up 40M.

Your lack of understanding shows you're either new, retarded or a government worker. I'd hedge my bets on all three.

But it's literally impossible to buy all bitcoin (and take ownership of it).
Even in the theoretical scenario where the do buy every mined bitcoin in existence, transferring that bitcoin to themselves would have to occur on the blockchain, mining a new block, thus generating new bitcoin.
