One-off capital gains are not as good as on-going profits from arb (especially when you acquire the tokens that grant the arb opportunity at fractions of a penny on the dollar), so it seems rational to assume that is his goal here. It is certainly the goal of Coinbase Ventures, which owns equity in Reserve.
