the philosophy of small blocks is simple: full blocks 95% of the time. doesn't matter what size the block is 1mb or 100mb but it must be full. the reason for this is simple that's how bitcoin stays alive. it's not that paying in bitcoin is hard as of now that stalls adoption it's accepting payment in bitcoin for a legal business that's hard. there is no end to complications from legal, accounting, and technical point of view.
