Copy paste one of the less socialist European tax systems, then make two major modifications:
1) Exemption ceiling. No taxes for anyone earning the local equivalent of up to 10k. No taxes earning up to 20k if they can show that they use at least 30-40% of their earnings for retirement / investing. If citizens were given a chance to assign purpose to their tax payments, acceptance would increase dramatically and as a side effect, political corruption and plain embezzlement would probably go down, now that departments have to compete for tax money by doing a good job. Boomers will be able to put their taxes to defense, zoomers to welfare and non-retards from all generations to education and research. Tax evasion will go down, government efficiency increase, political stability solidify and public solidarity improve.
