/biz/ how do I find partners to work on projects with? Currently I develop software (desktop/mobile) but just my skill alone isn't profitable. I don't look forward to trying to sift through the crowd of people who have the mindset of "just make an app bro and get rich" or "bro I have this great idea for a game we can make" without thinking about the long term. That is, people whose only end goal is developing one extravagant product and stopping, rather than people who have a mindset of always building something and not dreaming about creating what is beyond their skill level. Basically, how to find conscientious, level headed entrepreneurs, artists, musicians, marketeers, etc to collaborate with?

It doesn't really matter. I'm going to tell you what to do. Go to a local university if you're not in college and recruit. Lot of undergrads will work for free or for credit. If your project takes off, they won't think twice about dropping out or making sacrifices. Universities are an excellent talent pool you can recruit from.

Additionally, you don't need a partner. You need talent. Take it as far as you can on your own and when you can no longer lead the c-suite by yourself, your investors will help you find others. Start small then build up.

You don't. You just try and go it solo and eventually someone will contact you, at least that's what happened to me.
I spent years trying to get friends and like-minded artists to collaborate with me and people kept flaking out, then I made a film which got a bit of good buzz and people started offering me (small) money.
In my case having flashy equipment also helps, invest in something that looks impressive but it's really that expensive. It's basically Peacocking for business...
I'm not sure what the software equivalent is however.

I guess for you I'd be building product which works but also is scalable as a way of seeking investment so you can hire the needed additional talent.
The key is having something that people can see in operation and quickly understand, in my case I'm a terrible salesman and I could talk until I was blue in the face about my ideas and no one wanted to work with me... then I would show them the finished product and suddenly not only did they see how I delivered exactly what I was talking about, they were excited to work with me.
The old cliche, 'show don't tell' still holds.

unload whatever is generic on github.

structure the code so that it could be reusable not just for your projects, but similar projects too.

Stripe, Four Square and others did that.

delegate everything except business logic.

if you do not have money to pay salaries then opensource 90% of your shit and hope for free contributions and bug fixed

my $0.02...
get people to pay attention by any means neccessary
build out the mvp to bare minimum for paid service
pump it up and tell people youre also looking for\ cofounders...
if they apply to you you have a lot more leverage.
if you cant get anyone to care about your idea/concept then move to something else.
