Depends on the definition of "poor". I'm intelligent (or at least I think I am, always afraid I'm one of the dunning-kruger retards) and have very low income. Despite that, I have more savings than the vast majority of people my age because I'm thrifty, effective at budgeting, and have managed to avoid debt in all its forms.
A person with no savings is indicative of them lacking basic financial skills which is also indicative of their intelligence. It is possible that they just have had some bad luck, but it's usually how they play their cards as opposed to what they're dealt.

Gonna point out that the rich families that were rich 500 years ago in pretty much every single European country are still the richest people around today. Can't beat old money with hard work and intelligence. But if you combine both with luck you do of course get people like Bill Gates. In the end it's a gamble.
