The European Central Bank is basing it's EUROchain on R3 Corda, but what you don't know is that Corda is consensus algorithm agnostic. Many would assume Corda only runs on a private ledger; however, a public ledger with many nodes is much more secure than a permissioned ledger with only a few nodes. Here you can see Corda operates at a layer above consensus, and in the EUROchain article you can see that, "scalability of the prototype was not analyzed..." So the question is, what will they use to achieve scalable consensus?

Hedera Hashgraph will be the basis for the new financial system.
