Resume matters, but it doesn’t need to be designed “fancy”. You don’t need a website unless you’re marketing yourself as a website builder, but in that case you’re a web designer, not programmer. What does help is a github account with code on it. If you’re junior level, just do a handful of programming puzzles and post them to your github. That will put you ahead of 99% of the market.
