It's a guarantee by the state. EU is pushing through European deposit insurance scheme which would enable Eurozone wide coverage in case one of the banks went under, which means that the bank will be bailed out by all Eurozone governments. Which Germany is rejecting. If only one bank goes under then yes, you will get it. If a million or more Germans want to get 100k from the collapsed DB then congratulations, you got fucked by DB and German government both in the ass. No government is able to repay such liabilities, none.

If it's in the banks accounts aka servers and records, it is their money, sorry to say but physical that you hold is the only thing you can have certainty over and that has it's own risks involved depending how much you hold.

Wish there was a better way, but the laws are already on the books for bail-ins. Your money will be in their ledgers, but you will not have access to it when you need it the most, at best you will have the privilege to withdraw 50 or 100 euros a day after waiting in the line for many hours to just get that money.
