Their plan (because blockstream is a business) was to route traffic off bitcoin to sidechains owned by blockstream. They would take a %. These sidechains are currently liquid and lightning network.

Sadly, this whole plan failed miserably because lightning is a cavalcade of stupidity. Liquid failed so bad I've never seen anyone mention it. Lightning is almost ignored entirely.
