This is questionable. While much of Chinas economy is now digital and heaps of people use taobao (very odd that biz thinks this is not big?) the delivery system is still pretty shit even in t1 cities. Was there for a month recently and my inlaws ordered a lot off taobao, however the stuff is simply dumped in the alleyway next to their apartment building entrance. For a little context much of the older residential sections are setup as "gardens" or something. Multiple buildings with an alleyway entrance that gets gated up at night, has a guard/guy who keeps track of comings and goings, etc. However the "guard" doesn't really try to stop people.
For deliveries and rubbish people just rock in and out whenever they like. Parcels/mail gets left in a centralish area in this alley. This is how much of the country operates.

The FUD about not knowing if stuff has actually been delivered is quite strong for this case. Even deliveries in western countries is questionable, but basically dumping stuff in an insecure location in a country rife with petty crime seems like it just wouldn't work.

I'm not a coding expert, only amateur. But I basically look at NPM as depository for coding packages. Using a quick bit of code in any command line, you can download the LINK package or any other package hosted there. It places it into your files on your PC and then you can begin using the coding modules and other things to build programs with it. Every API has an NPM package I am pretty sure. Bitmex, Binance, etc all have one to correspond with their APIs.

tl;dr:
You download it onto your PC using command line and start building shit that directly connects to the Chainlink network.
