The opposite, in fact. Reserve currency is the means by which the US stabilizes the global economy, not the reverse. This is because in order to be the reserve currency, you must have an extremely open economy. While this wouldn't be taken advantage of assuming all other economies are as open, its extremely expensive for the reserve currency's home country assuming any game theory optimization for the non-reserve countries. When countries buy US debt notes, they do so primarily to use that debt reserve to manipulate their currency, generally to artificially reduce it versus the Dollar. If it were simply a matter of the petro-dollar, countries would buy no more than is necessary to make their annual transactions to purchase oil with a minor margin for error and price hikes.
