Borrow you mean. China exports commodities and saves in USD. You could say they have a nice big savings account at the Fed. America is "borrowing" USD from foreign nations like China to "finance" itself. Instead of China spending they sit on their USD savings because of their security. If the debt to foreigners were "paid down" USD would disappear from the international financial system and people would need to find alternatives.
