Not by raw design no. A DAG is just a data structure. The quantum resistance comes in on two layers;

One the securing/consensus strategy (for example PoW isn't quantum resistant) and two, the account signature space. For example ECC isn't quantum resistant, instead you want to use hash based signatures.

So for 1, yes quantum resistant, because Fantom uses aBFT instead of PoW, and 2, yes and no, Fantom VM supports multiple signatures, ECC, PBC, and hash based. If you use ECC signatures, then the signatures themselves aren't quantum resistant.
