basically they are saying, in the long run, the economy tends to grow, so the monetary base should grow as well.
the sentence clearly does not mean that the Federal reserve should manage the monetary base to try and increase production. That isn't their job, that isn't how monetary policy works.

So we have two problems here: you have a reading issue, and also a monetary policy issue. I can post more information about the federal reserve mandate that words it in different ways (or you can google them yourself). But if you don't understand the fundamentals of monetary policy, and the fact that the monetary policy cannot drive economic growth (only allow it, through stability), then you still are going to have comprehension problems.

read the federal reserve statements if you want. any of them. you can read all of this stuff directly and hopefully clearly, as long as you don't try and change the meaning of the sentences...

The only way I see the Fed abandoning further rate cuts is if we see a tick up in inflation. IIRC, the most recent inflation figure has it actually getting pretty close to their 2% range, something like 1.7 or 1.8%.

The votes in the last rate cut were 7 in favor and 3 against. 1 of those 3 was against it because he wanted a larger rate cut, the other two were hawks that wanted no rate cut.

So the FOMC board isn't exactly seeing eye-to-eye right now. Actually, looking up the ratios on the wikipedia article, the most recent meeting is the MOST the board had dissented since the early 00s.

Here, have a look and see at the sharp & pointy 500 for the last year, daily candles. It has bumped up against 3020 a couple times now and keeps selling down after failing to break above. Notable candles off the most recent high were trending down with lower high and lower low leading in to today and follow through to downside occurred today. There is a loose rising trend line at the low end of the range (bottom yellow diagonal line) that may see some support form around it, however, keep in mind this kind of trend line is not reliable. With continued bearish feel, the S&P may make its way down to mid 2800s over the next couple weeks. I am not betting on that, not shorting, but it's possible.

I wasn't as actively looking at the markets in October 2018, but from all accounts it was the interest rate increases from the Fed as well as dread stemming from the then-recent trade war.

October to the start of December was a decline of about 10%, which isn't that bad. But once we got to December and the Fed raised interest rates, things just dropped another 10% like a stone in the lead up to Christmas.

Here's a sample of what the big news companies were saying at the time. The big fall was on the 10th of October, but it didn't bottom out until the 29th.
