It's difficult to pump something that has dumped. People look at the price and want to stay away from it. It becomes a self-fulfilling prophecy, even if the project is solid. Only way a coin could pump is if it's recognized in the real world, either by being mentioned on television or Google/Amazon/Microsoft endorsing it.

I mean look at chainlink for example it only partners with other cryptos because real world companies either dont see why they should use blockchain or its just not developed and tested enough
