Because contrary to popular belief, Japan is extremely resistant to technological advancement. This ties into their social conservatism and to be change resistant. Blockchain tech is looked at as being a scam and there is almost no respect for it, remember Mt. Gox. Imagine boomers in America but 100x worse.

If DLT works out, Japan will be one of the last countries to adopt it in an meaningful way, at least at the corporate level.
