Hmm there's one options trade I'm stockpiling, after a bit of research, as much as I can (to a limit) but at a reasonable premium. It's a long term hold. I only had one big options play in mind recently and it freaking went the way I expect massively, could've turn 2k into 10k+ in less than a week. As the ZH article says, that 3.9% number is a single data point in the Bloomberg system. As the article acknowledges, the accuracy of that number isn't known. the fed doesn't publish the intraday funds rates.
AS far as I can tell, the only way to find out what the rate is is to contact the fed and make a deal, or wait for the daily print.
We should expect that the rate tomorrow will be back in the low 2% range, and we will see where it goes after the rate announcement of Mr. Powell.
I'm certain that he will have to answer multiple questions from the press tomorrow about the deviation of the funds rate from the target rate, banking liquidity, etc. So be patient for just another 12 hours and we can see what the tone of the conversation will be.

I'm concerned by the events of the past 24 hours, but not super concerned. It looks likely from here that the $53B repo was a one-off event. If we see other events of the same magnitude, then I'll start to be actually concerned.

investor confidence isn't as important as keeping banks solvent. They should have cut much more, much faster. they should have provided liquidity directly to banks that were blowing up in late 07/early 08. they reacted far too slowly. It's not point for debate, it's a fact that the federal reserve acknowledges. the actions they are taking now are very much impacted by what happened in '08.
