You cannot code decentralization. BTC wasn't decentralized when it first came out either. It takes time to establish a network.

Threshold sigs are already literally done. Mixicles are done as well.
The only major parts left are staking and reputation. But at this rate, I would suspect both sometime by 2020. They have sped up development a thousandfold compared to 2018. The team is only growing. In any case, every new release has been smooth. Only a pajeet team would've rushed out a full mainnet, only to have it unusable due to thousands of bugs. Slow and steady wins the race.
