it's going to be known very soon, it's a simple static analysis. Only those that do a call with static gas that's too small.
I guess it's feasible to make a list of such contracts and give them old gas cost, but tell every future dev that gas cost is not a static number and they should never hardcode the limit, unless they expect the target to be a dumb address.

However given the heat I think the chance is >50% it's going to get scrapped and moved to Istanbul 2 while retaining backwards compatibility.

It sort of sucks ethereum is the only network that has a chance, new eth2 devs appear to be are fine, old eth1 devs are mostly random people that now hold power way above their station.
