Means only token holders can run nodes, all you have to do to shut down the system is accumulate tokens which governments can do without buying them. PoW provides opportunity for third parties in secret Romanian bunkers to use nothing but their hardware to secure the system against these kinds of attacks and receive tokens. Under PoS only those with access to the tokens through some already established channel can help secure it.
