They needed a simple way to bring Tether to court first - that is where Bitfinex comes in. Bitfinex did it's best to not allow US traders on their platform, but that scheme eventually failed. If you go research you will find recent info on US customers using Bitfinex and bypassing Bitfinex's policy/detection. I'm assuming the regulators worked together with law enforcement to get access in using Bitfinex as 'traders' in the US, which gives them a way to bring down Tether too. Regulators know Bitifnex/tether are connected, so now the regulators have the power to go after Tether and shutdown it down by using proof in court the Bitinfex had US traders and can be prosecuted in US courts.
