As a small online retailer here is how it works. Person has card stolen. Card is used to purchase from me - for some reason both me and my card processor miss it and send the goods to the fraudster. The card holder places a reversal on the transaction. I can provide information about the goods but have had cases where real people who own cards use their own cards, have the goods but for one reason or another, reverse the transaction. Even with phone calls, emails, etc there is no way to "prove" that the customer is really the customer.

The bank then reverses the transaction, charges me ~$50 for the pleasure and then I lose the lot.

While I don't personally do this most do because they are passing on the fees. They want to list at lower prices to appear more appealing. Obviously almost everyone uses card or equivalent online so it makes more sense to include it in the base price.. but as long as people don't they will always try to get the lowest list price possible in order to show up at the start of comparison/google shopping/etc. 3% might be a bit steep. This is nothing like airlines charging a flat creditcard fee that ends up being >10% of a cheap ticket.
