I will say here that they have great privacy tech behind the coin. First they combined zerocoin + RingCT, something no one had ever done. Then, made sure the new zerocoin vulnerabilities weren't going to affect VEIL's blockchain, by making changes on the protocol themselves. Now, they already have a whole new protocol which they're developing right now and plan to implement in Q4. In order to develop it, they need funds, since there was NO premine and NO ico.

What matters that if you have 50% dev fee? A truly good project don't need this shit to be good. That's the case of XMR and GRIN.
I see no reason for this to have a 50% dev fee other than to enrich the team behind it. Even 10% already would be too much. 50% is obvious scam.

As I've said, Veil combined Zerocoin + RingCT + Bulletproof (forgot to mention) originally, and now they're about to use something based on the work done on the zerocash project but improved by the Sonic protocol.
