It's already a security technically. Two, this is only done to appease the number one whale who owns most of the tokens. V-ID didn't want him to dump, so they gave him the option to convert it all to company shares in 2020 (when V-ID will have more clients and makes progress) and incentivize him into putting his tokens into a smart contract. After it's done, he can only dump 1% a day, if he chooses to.
