Conversely, even a mansion in a bad part of town won't sell for much because no one wants to be a magnet for crackhead robbers.

Libertarians always sperg out about property rights because things aren't worth much when the government can very easily take them away. If the government in your location will never take away your house, the house is worth whatever it is worth. If the government will confiscate your home next year "for the good of the people", the house is only worth a year's worth of rent.
