Harmony has been in development since 2017. They have everything. They've released throttled mainnet ahead of schedule and it's working. I don't know what terrible marketing you're talking about, but they've been super professional so far. Do you remember "ants in your pants"?

Many coins have a discrepancy there. But let's look at things if the total right now was equal to the circulating. It would still be criminally undervalued compared to even TRX with a 66 bil circulating supply right now.

As for the marketing, they just started out so I give them a bit of leeway to improve, but they have huge advantage in other areas, like having the majority of the volume on Binance DEX, being buddies with CZ, the tech being 6 months ahead of ETH 2.0's possible launch date, being one of the first networks LINK will port itself to, to name a few.

It's very hard to seriously fud this coin as a bad buy, at under 40 mil mcap, when you look at everything.
