In many cases because people are too dumb to actually budget and save and invest in their own equipment and company.

In other cases the government actively prevents them or introduces so much red tape that entering the market takes time and may not even be guaranteed to be approved. If it requires patents you are just straight fucked for 20 years. This is the real issue most of the time.

Probably not even, considering at the core of it all, you have the federal government spending billions and billions of fucking dollars they do not have, every year.

To illustrate a point, if you were to round up every rich American in a communist scheme, and then confiscated all of their money and all of their assets, you would have enough money to cover the expenses of the Federal Government for about 8 months, and that's ignoring the 20+ TRILLIONS of debt they have accrued as of yet, if they had to pay their debts first they wouldn't even get any of that money and they would still be in an abyssal depth debt.
Government spending is absolutely tittyfucking bananas, and is a massive contributor to poverty in the United States Of America.

I think that, even if we consider the idea of black Americans being more likely to commit crime, I think that if they paid less taxes on whatever income they could get, and paid less taxes on things they bought, they would have more money, and they would have less of a need for crime.
If it was also easier to get employment, it would be easier to make money.
