You see, you'd be right, except the gate is nothing more than a statement of intent - If you are seen on the other side, whoever has the capacity to enforce will remove you or you'll be arrested.
Most governments' stance on nefarious crypto activities is ironically similar to OP's pic - They can only state their intent, and if you're caught having broken their law, you'll be processed accordingly.

It's actually not trivial to get around this, too - How does the everyday person get lots of crypto conveniently without being tracked? Cash is impractical and unsafe (The counterpart can easily ghost/cheat you unless you use a proper revolving door trade room equipped to validate the signature on the transaction without yet sending it, in which case you'd need to trust the hardware in the trading room). Bank is obviously a no because it's tied to your name. Being paid in crypto as salary might work, but we don't have the infrastructure to make convenient life feasible using only crypto. False identity with a bank account might work, but who has the time for that, and how will the USD get put into that account?

This aside, once the crypto is purchased, you need to either have purchased a privacy coin, or you need to run your coins through a mixer or use a DEX to purchase a privacy coin with it before it's scrubbed.
