Well, that's a pretty broad question.
Where is it based? What size of distillery are you thinking of investing in?

Let's think in "levels", here.
Assuming that the very smallest factory is level one, what level is your factory roughly on?
Obviously, you can start from the ground up, but it takes certain materials, are you prepared to take the time to gather them?

It's a liquor distillery, not a liquor factory.

Well, I see that the factory is under good management, because it clearly has enough supplies to keep itself running. Your unemployed reserve army of labor seems sufficient, but consider convincing the provincial governor to get rid of a few of those other factories in order to pad its size a bit.
A factory in a developing country is usually a good investment if the labor is cheap enough (ask the Chinese) but can be disastrous if any liberals or socialist find out about working conditions and any supposed "oppression" of the workers. Expect uprisings if these issues aren't dealt with. A good way of dealing with these problems is to give the people a few social reforms, such as health care or better schooling, while keeping the work-related issues to your liking. Since the politicians of the Third World are usually corrupt, you should find influencing politics to be no more complicated than handing the right men money.
Good luck!
