It means that, compared to whatever it is you're talking about, the next thing will be roughly 10x. When people use the term correctly, the specify that something will be X times the order of magnitude. Just saying 'order of magnitude' isn't very useful.

An order of magnitude is roughly ten times.
Two orders of magnitude is roughly hundred times.
Three orders of magnitude is roughly thousand times.
