Nobody but silver holders and miners benefit from high silver price. Silver is really scarce and is used pretty much everywhere so you have metal everyone needs to make products and supply is extremely limited. As a central bank or even commercial banks under agreement you literally have no choice but to manipulate price down to help economy. This is why Silver was spiking to 50 from 5 during financial crisis. Banks couldn't operate it as usual and it broke free. For same reason gold and silver are so correlated with gold to silver ratio hitting unbelievable levels. So holding silver is pretty much betting on financial system incompetence in which case why the fuck would you hold it in paper contracts.
Gold is much more complex tho because with Basel III it's being equated to currencies on risk level and liquidity is being lowered, pretty much concrete being poured on which the house will be built
