It is a characteristic of coins in a true bull run, that they have to both reach and exceed their ath, again and again and again, as btc, or eth did for awhile when times are good.

Else it would imply that the first time they fall, they are now locked in that box forever, which is stupid.

Now, although this does feel like the case for most coins that were there in the old bull run, here's the thing.

Back then, binance was a little known Chinese exchange. It was an unknown coin, practically an ico that "mooned".

Nowdays, they are huge. There is no reason to believe, that the speculative price of the first bull run, where basically people were buying any random shitcoin, has anything to do with this one, where people actually buy it for the shake of its binance-iness itself.
