I've started a few businesses. Your biggest enemy as a small business owner is government and it WILL cause you to almost fail even if you don't completely fail.
For example, I have three employees, making about $12/hr each full time. Besides their salary, I have to pay the IRS $3600/month in payroll taxes for them. I also have to pay unemployment tax, state corporate income tax, municipal business license fees and permits. Government ends up taking almost as much as I pay those employees.
If it weren't for all of that crap, my current business would be very successful and I'd be able to make enough to keep at it. As it stands, a bad month puts me on the brink of disaster and at the very least I have no money to expand.

You're right, employers never pay more than they're forced to by the government, that's why everyone in the entire country doesn't make a penny over the state or federal minimum wage no matter what position they hold.
