Dag supports many more TX/s than a blockchain. A smart city will have billions of devices transacting with one another. It is necessary for it to handle the volume of transactions.

Koreans society is different because they are ahead in consumer micro payments and in building smart city prototypes (everyone wants to pay for shit in chat apps using their phones) Both of which require a smart contract platform that scales to those demands.
