I've just been gifted 20k USD and had my college loans paid for. I own a car, have a stable albeit entry level job w local government, rent a room in my friends house, have about $8k in the bank and about $4k in CC debt.

Is your money in the bank earning you 20% interest? Because if not, your cc debt should be your first priority. Interest rates on those start at 20% and only go up from there. Never carry a balance on a cc, or the payment services Jews win.
