It means buying an asset over time as to spread out the average cost of the asset.

If you have $100,000 to invest, you could buy 5 Bitcoins at ATH or you could spend $20,000 spread over 5 months and get 10+ bitcoins as the price fluctuates

I bought Bitcoin at $8000, then more at $6000 and all the way down to $3200. Still buying now and my average is around $4500
