Yeah and that's gross. Businesses get their VAT back from the government. VAT simply is a re-ordering of your Sales Tax - it's just that the government gets paid first, and the money can be reclaimed later if the product with VAT applied is not for consumer end use.

For example if you come on holiday here, everything you purchase is with 20% VAT, but when you leave you can reclaim it all as a tourist. It's the same throughout Europe. They send the money back to your bank account via wire transfer.

You save money on gibs gov workers who would get less from welfare/ubi than being employed but i'm unsure whether the missed out handouts don't save more money currently.
