That's not true, there is an insane amount of paper gold traded on exchanges around the world artificially deflating the value of the real bars you have at home. Beyond that, banks, governments, and brokerages constantly take steps to artificially deflate the value of gold because investors see a rise in gold as an indicator that the economy is in trouble. Even in the event of an economic catastrophe precious metals still couldn't be traded for their full value because financial institutions take so many steps to keep prices low artificially. And those are just the issues associated with the gold on the market and not hoarded by the state.
